      "text": "Box Elder County commissioners voted unanimously Monday to approve the project area for Stratos, a proposed 40,000-acre hyperscale data center campus in Hansel Valley north of the Great Salt Lake. The project is backed by Utah's Military Installation Development Authority and, in part, by Shark Tank investor Kevin O'Leary."
    },
    {
      "type": "paragraph",
      "text": "The vote does not by itself start construction. It lets MIDA create the project area — mostly privately owned, unincorporated land — and offer incentives to the developer. Individual master development plans still need approval before any build-out can begin, and landowners still have to sign off on those plans."
    },
    {
      "type": "paragraph",
      "text": "Supporters say the campus will fund modern buildings at Hill Air Force Base, bring jobs, and avoid hitting ratepayers because it will generate its own power with natural gas and reuse water. MIDA executive director Paul Morris said the approach followed a request from the U.S. Air Force for a Utah hyperscale site because it was a national security imperative, and he linked the effort to a Trump executive order on hyperscale data centers and power resiliency."
    },
    {
      "type": "paragraph",
      "text": "Opponents heard something else. Hundreds of people gathered outside the fairgrounds in Tremonton with signs reading \"NO data center\" and \"we want water.\" The commission said it reviewed more than 2,500 public comments; Commissioner Lee Perry said, \"Our vote today had nothing to do with water or air quality,\" adding that those issues were outside county control."
    },
    {
      "type": "paragraph",
      "text": "Water remains the sharpest fault line. Developers have said they intend to buy about 3,000 acre-feet of water rights and have around 10,000 acre-feet under contract near Snowville if needed. The state has already received hundreds of protest letters over the water-rights application."
    },
    {
      "type": "paragraph",
      "text": "The power numbers are what make the scale hard to miss. The first phase is expected to require 3 gigawatts; Utah as a whole uses about 4 gigawatts. At full build-out, MIDA says Stratos would reach 9 gigawatts — more than double the state's current use. That is the real shape of the AI infrastructure story now: not model demos, but land, water, and grid capacity."
